In the immediate post-Marcos period the ‘buzzword’ among non-government organizations (NGO) and people’s organizations (PO) was social development. Although every group had their own concept and practices of development, they all had one thing in common -- contribute to rebuilding people’s lives and communities from the rubbles of the hated dictatorship.
Today, the issue of social development has added a new dimension, and the ‘buzzword’ is social entrepreneurship.
Although it is becoming clearer that social entrepreneurship means differently to different groups, to most grassroots-based NGOs and POs it came as a response to the realization that foreign grants and donors can no longer be relied upon as a stable source of development services as the former’s sources are also affected by the foreign and domestic policies of their main donor, their governments.
